I've Got It
I have a screenshot here of some features, it says im Partnered, but i don't know if im not.

Yep, you have half-partnership, which means you can monetize and after 30 days in good standing you`ll get thumbnails

To get full-partnership, you have to apply through a network (there`s 200+ of them) and with that you`ll get higher payments,banner,shows,livestreaming and more
 
There's two types of partnership. Half partner or full partner. Half partner is given to you tubers that upload normally and high quality stuff and you get custom thumbnails and a higher time for you also videos . Creator x and full screen. Creator x and fullscreen has great support and have the lowest requirements to join but you must have good views to subscriber ratio, unique content, have an adsense account enabled, active community with good / positive feedback, without copyright strikes.
