My partnership with RPM is currently in progress.. but whilst im waiting, can i use custom thumbnails or should i wait to use them until i have been partnered?

No reason not to! I got them about 2 months before I got a contract from Machinima, and my views spiked. If you can make them look good, it draws people in for sure

You should be able to use them, if you have your account in Good Standing for atleast a month

just wanted to throw in, that good-standing alone, apparently doesn't guarantee custom thumbnails, hehe

It is entirely random. I was in good standing and had monetization enabled for months before I got them

Yeah, you need monetization enabled
Yes, just good standing won't give you them atm but YouTube does have plans to roll this feature out to everyone... not sure when but most probably soon enough.
