I doubt it, if it was rejected in the first place it was probably because the video contained some copyrighted material.

Henron is right. Google disabled it for a reason, and whoever copyrighted it is getting money from the views.

Rejected Monetization is not a Content ID Claim or Strike. No money is being made off of the video.
The videos in question are not infringing on copyright.

well speaking from experience my channel got click bombed so i couldn't monetize videos any longer.. and fullscreen couldn't partner that channel because of this so i made a new channel so i don't think they can Renable a Rejection you can always dispute whatever video got rejected but i heard that don't always go good

In addition to what Vicboss said, you can always dispute the rejected video. So maybe if you know it has no copyrighted content in it then I would recommend doing that, but if it does have copyrighted content in it (music, logos, etc.) then you simply can't monetize it.
