Becoming a full fledged partner on youtube

How exactly does this work now? I just started researching this topic about a minute ago and I came across a page that stated "all youtubers who are able to monetize their videos are now youtube partners." How can it be so simple? I remember back then people had to apply to become a partner and once they became one, they'd be raking in the cash. So how do you become a full out "official full fledged youtube partner?" Are there any sites that will help you do this and give you a decent cashflow?
 
youtube no longer offers fullfledge partners and you no longer need to apply "this way they make more money". you must have a network to be a full fledge partner or millions of views. like ray william johnson. when he came back youtube gave him his banner and stuff back. but us small channels have no chance of getting the features at the moment with out partnership. there are many networks and partners just read are partnership section.
 
its mega crap now ay! we will all have todo it for the love of video making and entertaining, all hail the little youtubers!!!!

Networks are the way to go these days.
 
Seems like things have changed a fair bit. I remember having to apply to be a Partner a few years back, and you had to have a certain number of subs and views etc.
