At What Stage Do You Get YouTube Partnership?

I've Got It
So i know im a country mile of but my mate got a partnership at about 3000 video views from social blade so to anyone who got their partnership, what stage where you at?
 
I have no clue what is happening with youtube now but it seems there is no value in a partnership anymore. You get around 30 views a day which in the days was nowhere near enough and with that you won't make any money with a partnership. I would wait till you get atleast 1000 views to make sure you earn more than $0.002
 
If you get less that 5,000 views a month, there's little point in getting a partnership. I got mine when I had about 15,000 views a month, and 800 subscribers total. Now I get about 20,000 views a month, although it's on decline, and I have over 1,100 subscribers.
