Tthat means you are a partner with Youtube and can now have custom thumbnails and banners. I'm pretty sure it happens when you have been on Youtube for a certain amount of time,(over 30 days) and are uploading videos. with no copyright strikes etc. I have moved this to the Youtube Monetization and Partnership section of the forum.

Banners are gone, everyone now has the new One Channel Layout (even without adsense or partnership)

To answer your original question, You aren't a Full Partner. You are with Adsense and if you monetize at least 1 video you're considered a "Youtube Partner" but if you want to be a "Full Partner" you'd have to partner your channel with a network.
