All features except Custom Thumbnails

I've Got It
Hey, I have 7000 subscribers and over one million views. I have been with youtube for about 7 months. I can use every feature including live streaming, except custom thumbnails. I had a strike for spam very near the start but that expired a month ago, but I still don't have custom thumbnails. Any reason for this? Will I ever get them or do I just have to wait?

Any help would be much appreciated,

to enable custom thumbnails you need to be signed with a network for at least 30 days

just did a quick search
you need to enable monetization to add custom thumbnails
but I think there was a rule which says that your account must be at least 30 days old enough for you to enable monetization and be able to add custom thumbnails
 
Of course I have monetization enabled, I have from the start. And yeah I made another channel once where I had custom thumbnails instantly. Is there a way of contacting youtube where an actual person will answer?

lol not laughing at you but it's well known there is close to no chance that you can contact youtube especially a live person unless you get the network to contact them if you're under a network
