Adobe Premiere CS6 blizzard effects?

This is kinda weird to ask, but does anyone who uses Adobe premiere cs6 know how to create a light blizzard effect?

To be specific if anyone here watches Cryoatic's videos lately, he is playing a game called Richard and Alice and at the end, where his outro says "More to come" I was wondering how he did that effect, I know he uses Sony Vegas.

Or another similar effect, if anyone here watches/listens to the TastyNetwork on youtube in just about every cool effect in the background.

To be honest, to do effects you should look at Adobe After Effects. Premiere is used for video editing, and After Effects is used to add effects.
