YT partnership requirements - no history of spamming?

I was surfing networks partnership program and one of the requirements is no history of spamming. In what way do they mean this? Does it just mean do not spam people or what?

I am pretty sure it means spamming other peoples channels or websites whether automated or not.

Im not quite sure but i think for example you know how you can get reported for spamming, so probaby this what they are meaning, they don't want you to get reported when you spam. they don't want anyone to have any spamming strikes.

yea they don`t , even if someones content is great I wouldn`t take a second look at them if they`ve botted
