Monetize in all countries just basically means no matter where on the world your video would still have advertisements. So click that one dude.

Monetize in all countries. If there are any issues regarding the content and region, YT should automatically disable monetization in the country.

It's a network setting. You should ask your network support. I'm sure they even have an FAQ.
