At 9:34 - 10:02 of this video ...
... legaleagle provides a sort of "wham" sound effect every time he says the word "semicolon," in order to emphasize just how much the legislature overcompensated their previous grammatical error.

Where can I find a downloadable and usable version of that sound effect for use in my own videos, without Devin Scott's voice alongside it?

to me it sounds like the slam at 6 second of this video. [Link Here] not exactly... to be honest
being that he is a YouTube Law channel and all... he probably paid for the sound. Technically it is a copyrighted work and this wouldn't count as fair use so he would definitely need to pay for it.
