1. A podcast is like a radio show, but for anybody.
2. With a mic, honestly :). It isn't that hard, easier than a vlog.
3. Just like a good vlog, be entertaining and lively. Since there's usually not anything to see (like a radio), your words mean a lot.
4. That...I do not know. But I think you can upload it if you just look how to on Google. I think anybody can do it.

What makes it different from a vlog?
 
Keep in mind that with a podcast, you have to have your audio file hosted somewhere and many of those places charge you based on your downloads. When I first researched it a couple years ago, there were free hosts but if your podcast gets popular, they have limited free space.

Would YouTube be considered a hosting site? Or would that make it a vlog?

There are people who do audio podcasts and use YouTube to host the audio file and just have a static picture for the video. Their viewers have to come to YouTube to listen to the presentation.

The difference in a true podcast is that the audio file is hosted somewhere that people can download the audio to their podcast player such as an iPod or MP3 player. As for how iTunes locates audio files from podcasts for people to listen to, I just searched and found this link.

What makes it different from a vlog?

a vlog is an account of what someone is doing or has done during their day, or how they're feeling etc. A podcast is usually a meeting or a bunch of people from a single business or company talking about a particular subject (gaming, etc.) Podcasts usually have a lot of tangents, and they usually are around 2 hours long maybe less. Roosterteeth and The Game Station are some of the podcasts I watch
 
I think the term for the vlog-type cast is a "vodcast", and honestly can differ almost not at all from a vlog.

The main difference on the user-end is that you subscribe to the vodcast through something like iTunes or PodcastAlley and then it is automatically downloaded to your PC, and typically directly to your portable device (iPod/iPhone/etc). That way it's easily accessible while people are out and about without concern for data usage or waiting for buffering. Generally it seems that (audio-only type) podcasts are a bit more popular than video in that market because it's something people can listen to while running, driving, at work, or even shopping.

On the creator end, like markkaz mentioned, you're responsible for the hosting and making sure your RSS feed is set up correctly, and if you don't want to deal with that will have to pay a decent monthly amount to have that handled for you. I don't recall exactly how getting on iTunes works but it's not too difficult and is pretty much just a fancy display of your RSS uploads feed. I had looked into doing a podcast a long time ago and was on the verge of starting one, but never found enough people that wanted to participate.
