Uploaded at 720p but video only gives option of 144p?

If you're video is still processing, then it's going to take some time to get it up to 720p. I upload at 1080p and it takes a while, but definitely not 13 hours. Usually for me, it processes for about 45 minutes and gets to 1080p after 10 minutes of it being published.

It could be your internet? A lot times my internet will go out and I'll just get super crap quality.

Youtube takes in the original file and will compress it further. The first pass will yield the low resolution files, and the last pass will be the best quality. As you can imagine YouTube will put your video live as soon as the lowest pass has been completed. If you don't want the low quality videos to be the only option I would upload in private, and put it live as soon as the video is completely processed!
