i m a youtube partner but i cant add a header background

as you can see at fps russian file there is an arrow showing what i mean.
the second one it is mine.
also i try to open a new account today and i activate the option to monetize and adsense account, and i agree to become a partner and it say i have to wait for an answer.
But i still i cant do that. any suggestions? in the first account i become a partner like 3 week ago

because your not a full partner your just able to monetize your videos. which youtube still calls being a partner. Youtube changed how the programs work a couple months ago.

Yeah. "Partner" now only means that you get ads on your videos. You still can't get a banner or anything. That will just come with time. I think it's stupid, because now there's no way to apply into it, but that's just the way it works I suppose. I can't help but wonder if this is youtube's way of nudging us towards joining networks?
