So im looking to upgrade to a new processor(as well as mobo and RAM) and I am wondering if the i7-4970k will be any good for streaming now a days? I'm looking to pair it with 16GB of RAM and I have an GTX 1070 overclocked. Thanks for any help!

Totally! You should be fine. Of course, definitely try to go for more cores if you can afford to, but that should be fine.

Yes, it's perfectly fine. Actually the CPU is not that fast at encoding/recording movies. You can use the graphics card for the encoding and it will be fast, leaving the CPU free for other tasks. Check your encoder/streamer software and select GPU encoding, then test and compare with CPU encoding and decide which works best for you. Both have positives/negatives, but for you it will only matter if you record at 4K.
