Go to Creator Studio > Channel > Branding
I would suggest a possible icon that is the size of say 800X800 with transparency and etc. Whatever program you use should be ok as long as it is something relevant to your channel.

If you are artsy, I use digital illustration programs like paint tool sai, fire alpaca or medibang

Depending on the complexity, if it's made of simple shapes and lines you could make it in a program as simple as Paint

It's strange that nobody mentioned GIMP, which is free. Needs a little learning curve, but after that you can milk it.

Watch some GIMP tutorials on YouTube and practice little.
