What exactly is fair use when it comes to online photos?

I have been having trouble understanding the use of photos for videos. For example say I wanted to use a celebrity photo in my video for 10-15 seconds. Would I be able to just go on Google and find a picture and use it like I have seen others do? I have looked online but all I could fine about photos was edited work not just a picture of a famous person.
 
Simple- if you're not the person who took the photo or haven't purchased the rights to use the photo, you're not allowed to use it.

Granted, the odds of the owner of the photo finding your video and doing anything about your use of their image is extremely unlikely.
