Videos automatically downscaling.

I'm super new to video editing, and Youtube, so bear with me, I have a 1080p brand new webcam I bought as a stopgap camera until I could afford something better. It is a Logitech c920s pro HD. In every capture program, I use, from OBS to Logitech Capture all the settings are set to 1080p 30fps. files are being saved as MP4. When I edit the video and export it for upload, it is in 720p. what happened in the chain of command to downscale it? I am using Premiere Elements 15. I go through the regular actions of editing and simply export. is there some setting in Premiere I am missing, where it is defaulting to a smaller size?

Premiere Elements was defaulting to 720p for "file size" i found a setting in the devices tab of the export section to save it as 1080p but I have to do it every time, it won't change its default
