what kind of video camera would you suggest for someone who has only a $1000 to spend on a camera?

no suggestion to make.

but 1000$ is not "only"
it is "enough",
as long as poeple use whatever equipment available
it might also be "more than enough" if you go for used gear.

So spend it wise :)

Depends upon what type of video you are shooting.

Microphone jack important. Eye piece viewer important if shooting outdoors. Flip screen handy for self recording. Macro for close in work. Zoom for close in and long range work. Image stabilization important for hand held. Low light performance important for indoors work. Manual focus useful for macro work.

So you need to understand that certain features are important for some photography.

Select a camera with the features you will be using.

I agree with the above, what are you using this equipment for, film making, just youtube, maybe mostly vlogging videos etc? Once you have listed that it will be better to asses what features are worth it
