Using songs for less than ten seconds

I had heard that one could use a piece of a copyrighted song if it was limited to a few seconds. Is this true? Or is there zero tolerance to using any amount of a real, copyrighted song.

There is no tolerance. If you don't have the right to use the work, it doesn't matter if it's a minute or half a second.
