Talking Face App

Hi everyone
I found many apps on apple store which make photo talk. However, i didn't find similar apps for windows PCs.
Does anybody know a free windows software that make talking face photo. Your help is much appreciated. Thanks.

I'm not sure what you mean... do you mean the apps that literally just move a photo's mouth so it looks like they're talking?

i heard about "Face Rig" but it isn't free as those on the apple store.
