Special Effects without Photoshop?

What program can I use to create the special effects in this video?
Is this something I can do on a beginners level with an iPad Pro?
Can it be done without Adobe Photoshop?

Looks like they used animated stock footage (greenscreen or transparent) and added to the video project.

Lots of green screen FX on YouTube for free. So long as you got a program/app that can do chroma key and layering. Bit of practice and imagination and you be fine, more fancy your fx the longer it will take.

Thanks for the link. I’m new to this. I see where you can purchase the images but how do I get them to move like the ones in the video. Is there a tutorial anywhere for this?

My apologies for the delayed response. I’m currently using iMovie and keynote with green screen on iMovie.
