It's a bit complicated but I try to explain. 
It's not for my channel (no need to click on it) but for work. We typically have a German audience and videos monetize "normal" I'd say. But recently we experimented with some international videos (on the same channel) and while they attracted a lot of viewers from outside Germany, their revenue compared to their views is much lower when compared to the videos with German voice over.
Now it could be coincidence (we only have a sample of 3 international videos so far), but maybe someone knows what could be the reason.

- Videos are hosted on the same channel as German channels
- There IS revenue listed from abroad but when I asked 2 people in the UK, they didn't see any ads at all
- Video description is in German. Title "universal". No voice over at all
- Video category is "Gaming"
- Video tags are universal. I.e. Game title, hardware equipment names, etc....
