Probably not. Lawyers are expensive, you hardly have a case, and whatever you sue him for would hardly cover the lawyer fees. You'd be losing money.

You are confused on the two privacy policies, omegle says that anyone has the right to record the conversation and do what ever they want with it, by using it you agreed to these terms, thus the guy that uploaded your video has permission from you because you used omegle and youtube would not be able to do much about it legally.
