Definitely not, the RTX 2080ti, the highest grade RTX card right now, doesn't even outperform the GTX 1080ti, which is the highest grade card of the last generation. I would wait until Nvidia makes a card that can outperform the GTX 1080ti and buy that, or if you don't care about ray-tracing you could just buy a 1080ti right now.
