Some come with certain conditions. I always advise you do your research before you use them, but most of these are listed under Creative Commons 3.0 Attribution. Others are either Public Domain or require Royalties.
But most are real easy when it comes to allowing people to use their stuff and are also very helpful if you receive copyright claims (which rarely happens)

Soundcloud.com can be a great source of royalty free music, provided you credit the artist in the description. You can search from any genre and find something that fits your videos.
