Re-Applying Youtube Monization | Not Approved by YT Monitization

Hi everyone, I Hope anybody can answer me. I really need your help / Opinion.
My problem is : My youtube is not approved monitization for reason of Reused content
Ive already have a 4kwatch hours and 1k subscriber. but i know that i have reused content the reason i got the almost 3kwatchhours.
My Question is . is this posibillity to accept me again? even im deleted all video. and get again the requirements?
or Im create new account? That do you prefer? New Account? O Build up my rejected account because already have 1k subscriber? Please anybody
