I'm a Youtube musician and I do song covers. Can I be approved for partnership even with song covers?

Unfortunately you cannot monetize cover songs unless you have the appropriate permission from their copyright owners.

Youtube (or any network affiliated with it) doesn't allow cover songs to be monetized. So in a nutshell, no. But there is a leeway around it. You can do a cover song as long as the track itself is altered and you produce your own lyrics. There's more to it, but that's the only way that I know of.

Exactly If You do for example, parody songs, like Weird Al Yancovich, you may have no problems in doing that.

When you become a partner you need to claim the content of your videos, by claiming it means you own all of the content, this is where copyright issues will arise.
