Question about CPM

Can someone explain to me why the amount of CPM for the Greek Country is different

advertisers set their advertisements to be in specific countries only, so you don't get Greek ads in Hungary for example, that means that countries with the most ads will have higher CPM, the less ads are being paid for that country, the smaller will the CPM be. Usually US has the biggest CPM, although I'm not sure after the recent advertiser boycott
