Possible to add a default end screen setting?

Is it possible to set a default somewhere that will give all uploaded videos the same end screen template?

Also, is it possible to do a bulk "add element" to videos?

It is possible to make a template, but youtube hasn't added a feature that puts the same template on every video, which is something that I think would be extremely useful. Maybe by the time they are done finishing YouTube Studio they'll have made it...
