Music and permissions?

Could someone please help, I am trying to understand the licensing and use of music on YouTube in simple terms. I get if you pay for content with a license there are not problems. If I have commercial top 20 music on cd or download, can it be used in a video? Is there a common license that can be purchased like radio stations that allows any music to be used?
