Does the 12 month period for monetization starts when you create a youtube channel or when you click enable for your channel to be monetized ?

And you need to remember that monetization isn't automatic when you reach the milestones. Those are only the Application Threshold; and all they entitle your channel to is a Compliance Review YouTube does to see if your channel is suitable to be monetized.

Your channel must pass this review to be approved for monetization.
