Monetization still disabled after 6 months. Help?

So basically in January and February, I got two community guidelines strikes from videos because of "spam tags" which of course put my YouTube account in bad standings. Then about a month or so after that, my monetization and basically all my features got disabled because of them. So now, as of August 12th, my YouTube account has been in good standings but monetization is still disabled because of "repeated community guidelines and/or copyright issues", even though they expired yesterday and everything is in good standings. All my other features came back except monetization. What do you guy's think I could do? Here's a screenshot:

Also, when I look at my dashboard, it tells me I could sign up for the "YouTube partner program" but when I try, it doesn't do anything.

The servers can take a while to catch up, it's normal for monetization or strikes to go back to normal a week or so after the time indicated.
