To quote the monetisation tab on my RPM channel, "Applications for the YouTube Partner Program are taking longer than normal to process. We hope to be able to review these applications in late January".

The channel hit 10,000 views about a month ago and has been in review ever since. I suspect there are going to be further changes to the monetisation review process which no doubt will be announced in late January.

Whilst it is frustrating, I do understand why YouTube must do something to stem the flood of poor quality content that is being uploaded to their platform. Advertisers don't want to get ad impressions on rubbish channels and without advertiser support there is no reason for YouTube to provide a platform for these channels. No advertisers equal no YouTube, so it is ultimately in everyone's best interests if YouTube slows the proliferation of poor content with a tougher qualification process for monetisation.
