I'm not sure if I understand your question...? If you are wondering how that song was licensed to YouTube, it's through royalty and licensing agencies like ASCAP who are linked in with digital music distributors. YouTube has spent tons and tons of money obtaining blanket licenses for some published songs.

If you see a notice like that on a video, the video has Content ID claims against it. The user who posted the video has lost all right to monetize it.

Is that really what you want?
 
Pretty much. If you get a license you can remove the claim. Some new companies are letting people license mainstream recordings easy. Such as songfreedom and lickd
