Images you find online fair use?

If I find an image online can I put it in my video?
Let's say it just flashes for 1-2seconds can you get strikes for that?
A still frame of a show, movie, youtube video etc?
The possible outcomes for monetized vs unmonetized?

It can only count as fair use if you are giving it a review, enhance (like a remake, a noticeable one) or make a parody of whatever the content is, therwise than that if you are just showing it then it can't count as fair use. I doubt you'd get a strike for it but if it is copyrighted and not fair use you really don't have the right to use it.
 
Images rarely get you Claims or Strikes, but there's noting to stop the creator from flagging the video.
 
I use sxc.hu for mine but make sure to read the license terms for each file. Only downside really is you can't always find what you want such as a celebrity for example.
