Sending unsolicited tweets with links to videos to people you don't know is going to be treated as spam by whoever receives it. It doesn't matter what the sender's definition of spam is. Once the sender clicks "send", he / she no longer gets to decide if it's spam or not. If enough people flag it (which they will) then it will be treated as spam.
