I Need Help With Making An Adsense Account?

Everytime i go to youtube i try this everyday everytime i go to youtube then go to creater studio then i go to channel then i click on the link on one of the links where it talk about requiring a adsense account it takes me to the monetization page then i click next i sign in on adsense then it takes me to the website my url already is in there and my language than i click i think next or continue or either accept then its like it freezes or something...Plz Help

Could you be more specific I am having a hard time understanding what you mean?
If you already have an adsense account then you shouldn't have to make another one?

Im saying i have an adsense account but when i had signed in but look my url was already in there. so i clicked the button on the left of decline i forgot what it said but when i clicked the button left of decline its like it froze but when i clicked decline just for a little test i worked

I'd clear cookies, cache and posting history and try again. If it's still not working, try a different browser.
