Youtube does that, through their automated algorithm. This means that when you're watching a very popular 'cat' video, you will most likely see other popular cat videos in the sidebar, but this has nothing to do with being partnered.
 
Actually if you look at your views some may be youtube partner promotion. I haven't had much of this maybe 10-15 views but they calculate on their watch time and likes etc
