The truth is u cannot appeal a video successfully. It is not a good idea to try because your account might get terminated.

You can if you have rights to the content or its yours, I have gotten ID Claims in the past and disputed them and won.

You can review the claimant and some of their info at www.youtube.com/copyright_counter. I recommend reaching out to them via the email stated on that page, that would be the only way to get rid of it.
