My daughter wants to do some Hello Neighbor videos, so I'm trying to figure out how I can record the in-game video AND the video of her reacting.

This is a Steam game from what I gather and we are on a Windows PC.

Thx

If you have a good quality webcam you can use OBS (Open Broadcaster software) It's free and pretty easy to use. You can find a lot of tutorials on it too if you get stuck. I used this when I used to stream World of Warcraft a long time ago.

Just wanted to add that OBS is really good. I use it for my live streams, but I did have an issue with my webcam not recording audio from the cam, even if I added it as an audio source. I have Blue Snowball MIC so I just use that for sound. Since you are on a PC, you may be fine, but I have to do an audio delay to have it sync with my mouth.
