I live in Norway and I have a long time been searching for a way to get Youtube Partnership here...
And finally I found it!!
Now I feel REALLY stupid after not realising how easy it is.
Simply go to your channel, and press the little edit button on the righ, where it says "About <Yourchannelname>". Then, go down to where it says you are from (in my case, Norway), and change it to USA or another country that allows partnership, and hit save!
Done!
