How to Edit Video Footage for Youtube Via Chromebook?

After several years, I've been thinking about making YouTube Videos, Again, but now I have only a Chromebook, and am pondering how to compensate. Is there any way to edit footage online, or if I can't buy a better laptop, maybe I can do it on a college computer.

I'm not familiar with Chromebooks. Do they not run traditional editing software? Maybe you could try a demo version to test it?
 
Well, they have little memory; what software would work for it, and how much video footage, are we talking?
