What software or tool is needed to create this type of animation I tried googling but to no avail

for animation stuff I think Adobe Final Cut or Adobe Flash or a combo of both. I've tried to use an Adobe program to do animation and I couldn't figure it out lol
 
Eh I don't know. But it doesn't look like difficult animation, think you could just do a lot of different "frames" in photoshop/paint even and just edit it in a way to give it an animated feeling.

Also since only the color really changes once you have specific frames done it'd just be a matter of copying the frames and changing the color.

Best comparison I could think of is if you know those flip books where it's just drawings but if you flip it fast it becomes animated.
