How Do I (Legally) Make Response Videos to Other YouTubers?

Hi everyone. I'm curious, does anyone know the particulars of making response videos to another YouTuber's video? For reference, I'm thinking about channels like Armored Skeptic, GradeAUnderA or in some cases Sargon of Akkad that comment extensively on another YouTube video by playing it a small piece at a time and then responding to each section. It seems like these YouTubers have to be downloading YouTube videos in order to play parts of them in their own videos. I realize that criticism and commentary fall under fair use, but (correct me if I'm wrong) that wouldn't supersede YouTube's anti-downloading policy, right? How can I do what these major response-based YouTubers do to stay on the up-and-up with YouTube? Any insight would be SERIOUSLY appreciated guys!
