None of us actually work for YouTube, so we can't re-enable your monetization, but the best we can do is help you pinpoint the problem, I guess. I've never seen anything like that before. Can you give us details about your channel? Are you in a network? What type of videos do you make? Do you use copyright music?

I've definitely seen this before, on the YT Help forum.

You won't be able to link your channel, but give me its name and I will most likely be able to tell you what is wrong. There is very little hope to get monetization back, however; as this message means that you have violated the YouTube Partner Program Policies by submitting media which you either didn't own the rights to, or violated the Advertiser-Friendly Guidelines with your videos and so became ineligible for monetization. Your only path here, would be to start over with a fresh batch of content.
