Well, I worked it out. I'll keep the original message below in spoiler tags, but basically what I did was I booted up Ubuntu in a virtual machine and was able to do it from there.
This of course does not help me understand why it wasn't working normally (Windows 7)... But in case anyone is curious, that's what solved it.

When I try to set my channel art, whether it be newly uploaded images, previously uploaded images ("Your photos"), or stock images ("Gallery"), I cannot get it to work.
I get stuck at the preview / crop part. I hit "Select," I get a brief spinning animation in the middle, like it's trying to do something but failing, and then nothing. I can't even Cancel out of it or hit the X in the upper right corner of the YouTube popup box.
I'm stumped! What's going on here? I've tried Chrome, Firefox, and IE, and the latter two have no extensions / addons installed.

Just re-start your browser & or clear you caches , that should work !
