it looks a lot like spam to me..(they send it to everyone assuming we will partner with them without question)

Sounds absolute b******t. But it probably isn't spam.

First of all, networks are for money only, not exposure, they can't help with that really, and the only network to do that has been Machinima. The CPM/RPM value sounds completely ridiculous and I have never heard of anything like that before, especially considering they don't give much at all to their partners unless they are large.

Also it is made to sound like you will get personal help. Wrong, they don't care for individual channels. Maybe ask to see the contract, but I have been a recruiter for some networks and I just used socialblade or something to check they meet the daily view requirements, and then send them a message without really watching them much.
 
If you are interested in joining, contact them directly through their official website and tell them who you are and tell them in response to their e-mail, you are interested in learning a bit more about who they are.

Maybe they are talking about their Gorilla program when they refer to such high CPM, if not I haven't seen it before..
 
I had the same email. It's not spam but since signing to fullscreen my channel income has gone down and down so quickly that I'm going to stop uploading and starting of forming a new channel.
