You had a channel terminated by YouTube, and you are considering creating another one? Before I report this entire thread as illegal forum content, read the information below please if you already have, or are considering creating another channel. First: Have you tried appealing your suspension?

Now on your monetization question...

1. "For your videos to be eligible for monetisation, you must own all the necessary rights to commercially use all visuals and audio elements, whether they belong to you or to a third party." I take it that you haven't bothered to clear the rights to this material?

2. "Guidelines for content that you didn't create:
  • Clear the rights to use and monetise this content on YouTube.
  • Make sure that you understand how copyright works."
3. From Examples of content that would NOT be eligible for monetization

    • Your video has music you purchased on iTunes or content you taped off of television.
    • You edit together a compilation of content created by others.
4. Now from Account Terminations

Users whose accounts have been terminated are prohibited from accessing, possessing or creating any other YouTube accounts. When an account is terminated, the account owner will receive an email detailing the reason for the suspension.
