They see these channels but they're bringing in money for YouTube so they get over-looked while YouTube goes after smaller channels for unexplainable violations.You have to try to see it from YouTube's point of view as well though. They have hundreds of millions of videos on their site, are constantly checking for copyright abuse and demonetising or removing channels, they also allow for viewers to report on abusive content. It's hard to see what more they can do.
Channels such as the ones that you mention will eventually get discovered, and action will be taken. The owners of these channels have a very short sighted view of how to build something meaningful. Personally I would rather focus on producing unique content and a subscriber base that will stand the test of time.

This is what I think is going to be the eventual result as well. In fact, I'd go to the new platform now if there was a way to predict what the new hit video platform was going to be.Plan for transferring to another platform.
